PARTNERSHIP MATTERS: EU-AU IN A MULTIPOLAR WORLD
Author: Christian Ilcus
ABSTRACT
This paper explores the evolving partnership between the European Union (EU) and the African Union (AU) in the context of a multipolar world, where Africa’s geopolitical significance is increasingly acknowledged. The aim of this study is to analyze the structural asymmetries and challenges that characterize the EU-AU relationship while proposing strategies for fostering a more equitable and mutually beneficial partnership. Utilizing a qualitative research method, the paper draws on a comprehensive literature review, case studies, and stakeholder interviews to examine the dynamics of cooperation and competition between the two unions. The main findings reveal that Africa’s demographic growth and resource wealth position it as a key player in global governance; however, existing power imbalances hinder effective collaboration. The research highlights the necessity for the EU to transition from a traditional donor-recipient model to one that respects African agency and prioritizes co-produced partnerships. Additionally, the study identifies critical areas of tension, including climate policy, migration governance, and security dynamics, which require nuanced engagement. Overall, the conclusions emphasize that a genuine partnership between the EU and AU is essential for addressing shared challenges and achieving sustainable development. By recognizing Africa’s agency and aligning interests, the EU can enhance its strategic leverage while supporting Africa’s aspirations for industrialization and regional integration. The findings underscore the urgency for both parties to adapt their approaches to navigate the complexities of a rapidly changing global landscape effectively.
